To pay for the violation, you can mail the citation with payment to "City of Orange, Citation Processing Center, P.O. Box 10479, Newport Beach, CA 92658-0479." The Citation Processing Center only accepts checks or money orders through the mail. You can also visit www.CitationProcessingCenter.com to pay for the violation with the use of a Credit card.
Come to the Orange Police Department's Traffic Bureau counter, which is open Monday through Thursday from 8:00 a.m. to 5:00 p.m. You will need to provide the license plate number of the vehicle that was issued the citation and the date on which the citation was issued. The fee for a replacement citation is $6.00.
Make a copy of the citation, write a letter explaining why you are contesting the citation, include other supporting documents, and mail it to: City of Orange, Citation Processing Center, P.O. Box 10479, Newport Beach, CA 92658-0479. In your letter, please include any documents that can support your dispute. You can also visit www.CitationProcessingCenter.com to submit a written appeal online.

Parking Details
Parking RV's, trailers, or other oversized vehicles on public streets in the City of Orange is regulated by several laws. Call the Orange Police Department's Abandoned Vehicle Hotline at (714) 744-7473. When you call, please provide the vehicle's license plate number, a description of the vehicle, the location of the vehicle, and an estimate of how long the vehicle has been parked.
To register as a new permit holder with the Citation Processing Center, upload the required documents; a government issued ID, current utility bill, or for Chapman University students, submit your enrollment verification letter, government issued ID, and utility bill.
You should receive an email within 24-48 hours verifying your permit was approved or denied. If approved, submit your payment and the permit will be mailed to you within seven days.
Register, pay, or renew a parking permit then select one of the following options:
- I have an account and password
- I need to register as a new permit holder
- I already have an active permit and need to register
- Reset password

Residential parking permits do not have to be renewed every year they have to be renewed every three years. With the exception of Chapman University permits have to be renewed every school year.

Bring the bicycle to the Orange Police Department's Traffic Bureau counter, which is open from 8:00 a.m. to 5:00 p.m. Monday to Thursday. The fee for a bicycle license is $4.
I have a burglar alarm for my home and, or business. Do I need to get an alarm permit from the City of Orange?
No. The City of Orange does not require you to have an alarm user's permit. Residents and business owners that operate a security alarm system are required to fill out an Alarm Registration Form. After completing the application, send it to the Police Department. The Alarm Registration form will be returned to you with your Customer Number and the Orange Municipal Codes, mail to:

There are several opportunities for our community to be involved:
The following is required:
- The registered owner or their agent must be present with a valid driver’s License.
- If the registered owner does not possess a driver’s license, he/she must have a VALID California Government issue identification card.
- Current registration and insurance for the impounded vehicle.
- A fee to be paid for the release at the Orange Police Department for $245.00. The fee to release an impounded or stored vehicle due to a DUI arrest is $285.

The registered owner of the vehicle needs to come to the Orange Police Department’s Records counter, which is open from 8:00 a.m. to 6:00 p.m. Monday to Friday and 8:00 a.m. to 2:00 p.m. on Saturday. The registered owner needs to provide a valid California Driver’s License, or provide valid identification and have another person with a valid California Driver’s License present. The vehicle must be currently registered. If possible, please bring a copy of any paperwork the officer gave to you at the time the vehicle was impounded. The fee to release an impounded vehicle is $245. The fee to release an impounded or stored vehicle due to a DUI arrest is $285.
The front desk is open Monday to Saturday from 8:00 a.m. to 5:00 p.m. The Traffic Bureau counter is open Monday to Thursday from 8:00 a.m. to 5:00 p.m. and closed for all major holidays. The Records counter is open Monday to Friday from 8:00 a.m. to 6:00 p.m. and Saturday from 8:00 a.m. to 2:00 p.m. For after-hour vehicle releases, call (714) 744-7380.
Reporting a Crime

Non-emergency reports can also be taken at the Police Department's front desk, (714) 744-7416, or by filing a police report online. The front desk is open Monday to Saturday from 8:00 a.m. to 5:00 p.m. Our police station is located at:

Orange, CA 92867To obtain a copy of a police report, you must come to the Police Department's Records counter, which is open from 8:00 a.m. to 6:00 p.m. Monday to Friday and 8:00 a.m. to 2:00 p.m. on Saturday. Reports will only be released to parties involved in the incident. This process may take up to 10 days. You must bring a valid form of identification to receive a copy of any reports and complete the Request for Release of Police Records Information form. Fees may apply.

Property is only released by appointment between 8:00 a.m. and 4:30 p.m. from Monday to Thursday. To schedule an appointment, call (714) 744-7395 or (714) 744-7396.
To report a loud public disturbance, call the Orange Police Department at (714) 744-7444. Officers will respond to the residence and may issue a written warning to the host of the party. If the problem persists, call the police department again. A second response may result in fines to the host of the party.
Due to high priority calls for service, response times to reports of loud parties may be extended on nights and weekends.
