The City Clerk's Office is an authorized U.S. Passport Acceptance Facility. Passport Services are by appointment only. Passport photos are available at City Hall for $15 per person.
The City of Orange does not process adult passport renewals.
- If you are renewing a passport that was issued less than 15 years ago, and you were at least 16 years of age at the time the passport was issued, you may renew by mail. Use Form DS-82 and follow the instructions.
- If you do not meet these qualifications, you will need to complete a first-time passport application, Form DS-11, apply in person, and present the required documentation.

Customers with a qualified life-or-death emergency that requires international travel within 72 hours should contact the U.S. Department of State to schedule an appointment at a passport agency or center. Learn more on the U.S. Department of State's Life-or-Death Emergency page.
If you are traveling internationally in less than 9 weeks, the U.S. Department of State offers Urgent Travel (non-emergency) Service; please call 1-877-487-2778 to schedule an appointment. More information about urgent travel is available on the U.S. Department of State website.
