City Attorney

The City Attorney provides legal advice and services to the City Council, City officials, City departments, and the City’s Boards, Commissions, and Committees, as well as the defense and initiation of lawsuits involving the City and its respective officers and employees.

City Clerk

The City Clerk serves as a point of access for the general public, elected officials, and the organization and is responsible for developing and maintaining the City’s records management program, providing access to City records and all legislative actions, and ensuring transparency to the public. 

City Manager

The City Manager is appointed by the City Council, and serves as the Council-appointed executive manager of the City. The City Manager is responsible for the implementation and administration of the City Council’s adopted policies and programs. They also oversee the day-to-day operation of the City, its economic development activities, and the Internal Audit Program. In addition, the City Manager appoints and manages the City’s Executive Directors.

Community Development

Community Development provides guidance and coordination for all land planning and development activities throughout the City and it’s sphere of influence. The Community Development Department coordinates interdepartmental review of development proposals, and reviews all new development and business activity for compliance with the General Plan, zoning, and historic preservation and design standards. 

Community Services

Community Services is responsible for all City parks and trails. In addition, Community Services provides exceptional recreation activities, programs, and city-wide events for all ages to enjoy. The department includes three divisions: Administration, Parks, and Recreation.

Economic Development

Economic Development is responsible for the management and administrative oversight of economic development programs throughout the city including business attraction, business retention, site selection and entitlement assistance.

Finance

Finance monitors the City’s financial resources and assists City departments in meeting their service objectives by allocating funds according to the adopted budget, and maintains the financial records in compliance with state and federal laws. Finance also provides the City Council, City Manager, and other City officials with the financial information they need to be good stewards of public tax dollars. 

Fire

Beyond fire suppression, public safety, and emergency medical services, Orange City Fire offers a Fire Explorer program, smoke detector installation, and public education.

Human Resources

Human Resources provides comprehensive personnel services to all City departments. The Department ensures the City attracts and retains quality employees, provides relevant professional organizational development and training, oversees and resolves complex and sensitive labor and employee relations matters/disputes, and manages a responsive employee benefits program.

Library Services

Library Services is responsible for managing and operating the Orange Public Library & History Center and the Taft and El Modena Branch Libraries. Ongoing responsibilities include: developing and maintaining a print and non-print materials collection that meets the needs of the community; offering free public computer access; developing and implementing literature, literacy, and life-long learning programs for children, teens and adults; maintaining the automated library system; and preservation of, and public access to, Orange’s unique and important heritage at the History Center. 

Police

Orange Police Department is responsible for community policing, law enforcement, and crime prevention within the City. The department includes the Supportive Services Division, Investigative Services Division, and Field Services Division. In addition, there are several specialized units including the Bike Team, Canine Unit, Homeless Engagement Assistance and Resource Team (HEART), SWAT Team, and Traffic Bureau.

Public Works

Public Works provides for the City’s infrastructure which includes engineering, traffic management, sewer and storm drains, water service, street maintenance, as well as the review and issuance of Building Permits.  The Department’s five divisions include:  Public Works Administration, Engineering, Traffic Engineering and Operations, Field Services, and Water.
