The Personnel and Training Unit recruits, hires, trains, and equips all Orange Police Department employees. The unit is comprised of a Sergeant, Training Manager, Training Coordinator, Police Clerk, and four Background Investigators.

Law enforcement personnel train continuously to stay current with evolving police procedures and community needs. The unit’s duties include ongoing training to meet and surpass the requirements set by the California Commission on Peace Officer Standards and Training.

The Personnel & Training Unit leads recruiting efforts in locating and hiring only qualified and motivated applicants. Thorough background investigations are completed on prospective employees to maintain the Department’s standards of professional decorum and a positive representation of our law enforcement community.

Dispatch answers all incoming 9-1-1 and business calls for police service from our Communications Center. They are responsible for correctly routing and prioritizing emergency and routine calls, as well as disseminating vital information to police employees and other appropriate agencies.

Dispatchers must have the ability to respond quickly and accurately under stress to effectively communicate essential information in a teamwork environment. The Dispatch team provides support for field officers by coordinating activities and providing information through a complex network of telecommunication systems.

The Community Engagement Bureau reaches out to establish and maintain cooperative relationships with both the residential and business community. With a highly trained staff of Crime Prevention Officers the bureau is able to serve as an effective link between our community and the police. The Community Engagement Bureau sponsors many programs with the primary goal of enhancing the community’s quality of life, crime prevention, and crime suppression education. These programs include:

The Orange Police Department has adopted a philosophy of partnering with the community. By working together, dedicated volunteers and police officers find effective ways to deter crime, enhance the safety of neighborhoods, and strengthen community ties.

The OPD Volunteer Program is made up of proactive City of Orange residents who have successfully graduated from the Citizens' Police Academy and decided they want to contribute to their community.

The City of Orange, in collaboration with the Orange Fire Department and the Orange Police Department, offers the Community Emergency Response Team (CERT) training. CERT educates volunteers about disaster preparedness and provides training in fire safety, light search and rescue, triage, first aid, team organization, disaster psychology, terrorism, and disaster medical operations.

The CERT program is about readiness, people helping people, rescuer safety and doing the greatest good for the greatest number of people. CERT training is free and offered year-round. Classes fill up quickly, so interested residents and businesses should apply at their earliest convenience.
